ALBANY, N.Y. (AP) Gov. Andrew Cuomo and the Legislature are on the cusp of passing the most important bill most New Yorkers never heard of.
The so-called Article X (Article Ten) bill would allow new and improved power plants to be built in New York state again. The law that specifies several environmental protections lapsed nearly 10 years ago.
Cuomo has said New York needs more power as it tries to emerge from the recession.
More power plants could also reduce the need to keep some of New York's aging nuclear power plants on line.
The bill could be passed as early as Thursday.

ALBANY, N.Y. (AP) New York's Senate Republican conference is scheduled to enter a closed-door session at midmorning.
But before the Republicans can consider potentially historic action on a proposed gay marriage bill, they have a stack of important if more mundane bills to tackle.
Gay marriage isn't even expected to be a on the agenda when the GOP lawmakers convene at 10 a.m. Thursday.
Even three days after the legislative session was scheduled to end, the Senate and Assembly are clogged with bills to debate and pass.
They include a cap on property taxes, a new rent control law for New York City, and tuition increases for public universities.

Lake Erie - Water Withdrawal
COLUMBUS, Ohio (AP) Businesses such as factories could withdraw millions more gallons of water daily from Lake Erie before needing a special permit under a bill approved by the Ohio House.
The Republican-led House voted 60-39 Wednesday in favor of the measure. It would create a water withdrawal regulatory program as mandated by a compact signed by the Great Lakes states several years ago to protect the region's watershed.
The bill would require permits for businesses with new or increased withdrawal capacity that take an average of more than 5 million gallons of water a day from the lake over a 90-day period.
