The future of Hamilton lives on Fairholt Road in the east end.

Inside a modest, two-storey brick house there are eight orphans, five girls and three boys. The eldest is 31, the youngest nine.

They fled from the Congo when civil war threatened their lives. They came to Canada as refugees two years ago and the government picked Hamilton as their home.

Their mentor and friend, McMaster professor Benson Honig, is bold when describing the family. Hamilton, he says, won the immigration lottery when the Sebiyoreros arrived.

“They are like a prize for us.”

It's a description sure to surprise, if not rile, many Hamiltonians. Yes, the family lives on government assistance. They have taken more from this city and country than they have returned and that's unlikely to change in the near future. Their needs are so great, Honig himself wonders if around the clock support would be enough.

Still, he stands by his description. All eight are in school, the youngest in elementary and the oldest boys in college. They take nothing for granted. Their home, decorated with donated furniture, doilies and fake flowers, is spotless. They love Canada as much, if not more, than its long-standing inhabitants. They see Hamilton's strengths before its weaknesses and are determined to be among its most accomplished citizens.

“For us, we can see the beauty of this country,” says the eldest, Joshua.

From a demographic perspective, Honig notes it doesn't get better than newcomers this young. With the right training and support, the Sebiyorero family will contribute to the city's economy for the next 50 years. If they succeed, so will the city. And if they don't, it might say as much about Hamilton as it does about the family.

Hamilton's future, much like its past and present, will be determined by immigration. Gone are the days when newcomers flocked to this city to join its bustling economy, shape its neighbourhoods and weave threads into its diverse fabric. Now Hamilton is failing in its attempts to attract the world's best and brightest and running the risk of losing its standing as a major metropolitan player in the Canadian economy.

The number of newcomers selecting Hamilton as their home is dropping. Five years ago, 4,500 immigrants were arriving yearly. This year, it will be closer to 3,500 as more foreigners opt to live in growing communities such as London and Toronto and regions such as Halton. Crunching numbers from 2003 to 2008 only magnifies the shortfall: Hamilton represented 4.1 per cent of the province's population, but only received 2.6 per cent of new permanent residents.
