Riggins is himself a veteran, and he comes with the empathy necessary to helping veterans. His staff at ACAP is composed of people who have a relationship with the Army and it includes disabled veterans and spouses of veterans. Every member of his contract staff must have at least a master's degree and experience in the job market. And Riggins said they must have a passion and a dedication to helping soldiers. The overall unemployment numbers for all veterans is currently about 8.7 percent not bad considering the general population is at 9.4 percent. But a Bureau of Labor Statistics study published in March 2011 raised a red flag when the numbers were broken down to reflect specific veteran groups. For recent veterans of Iraq and Afghanistan, the unemployment rate is 11.5 percent and 21.9 percent for males in the age group 18-24. Regarding the perception that private sector employers are scared of hiring combat veterans because of media portrayals of post-traumatic stress disorder or by concerns of disabilities, Riggins said it flat-out isn't true. He said that, in maybe a thousand conversations with employers, the subject has come up once. If anything, the reverse is true. "We called them up and found the folks that do recruiting and a guy said, 'Dude, I am so glad you called because the president of the company gave us a directive to bring in more wounded and injured soldiers, and we haven't come back to him with a plan, and we're about to lose our jobs. So let's set up a meeting and figure out how we can do this.'" Transitioning soldiers often don't know how to write a resume that translates military skills and jobs into language that employers understand. And Riggins points out that a job interview is not at all like going before a promotion board. Soldiers who have successfully used ACAP to find civilian employment say greatly improved resume and interview skills were the most important aspect of what ACAP was able to do for them.There is genuine joy in his voice when he talks about getting the interview and nailing it. The ACAP Transition Assistance Workshop helped him prepare a resume, helped him with job leads, trained him for the interview process including what to wear and what questions to expect and taught him the differences in business and military etiquette.
